President Yoweri Museveni has pledged to inject Shs5 billion into the different ghetto communities in Kampala. This is apparently part of a wider effort to uplift the urban poor. Museveni made this announcement during a recent public gathering where he addressed residents from the different divisions of the city.

“I’m going to make it one billion per division,” Museveni said, referring to Kampala’s five divisions—Kawempe, Rubaga, Makindye, Nakawa, and Central. “The hundred million I gave seems to have already gone to some people,” he added, suggesting that earlier funds may not have reached their intended beneficiaries.

This pledge from the President was met with cheers from the large crowd, many of whom were dressed in yellow, the color of the ruling National Resistance Movement (NRM).

Additionally, the president emphasized that the money is aimed at supporting grassroots economic initiatives in the city’s most underserved areas.

Furthermore, he also stressed the importance of using public funds wisely.

“We must constrain some of the expenditure, which is just for administration,” he said as he called for a turn away from bureaucratic spending and channeling it towards direct community support.

The Shs5 billion promise is part of a bigger political strategy to strengthen support among Kampala’s marginalized communities. Many of these have for long called for better living conditions, jobs, and infrastructure.

As for now, it’s not clear whether these funds will be delivered and managed transparently. But for many in the ghettos, Museveni’s words offer a glimmer of hope if it does get turned into action.
