- Rubongoya says Museveni did not fund his Harvard or Oxford education, citing partial scholarships and personal loans.
- Rejects claims of being a regime “mole,” saying he can prove his academic funding with email records.
- Explains his political journey and why he now believes he is ready to represent Kampala Central.
NUP Secretary General David Lewis Rubongoya has come out to finally debunk the long-standing claims that President Museveni funded his education abroad. For years, critics of the Bobi Wine–led party have accused him of being a planted mole, wondering how he intends to challenge a regime they believe supported his academic journey.

But speaking in an interview with former Bukedde TV presenter Flavia, Rubongoya said the allegations are false and have been pushed by people who simply want to discredit him. He clarified that during his time at Harvard University, he was never sponsored by the state. Instead, he received a partial scholarship directly from Harvard.
Rubongoya added that when he later joined Oxford University, the story was the same — another partial scholarship, topped up with student loans that he is still repaying to this day. The Munyankole lawyer stressed that anyone who doubts him is free to ask for evidence:
“I have the emails to prove it. My academic performance earned me those scholarships, not government money,” he said.

Rubongoya also spoke about his political journey and the concerns raised about whether he can serve as both NUP Secretary General and Member of Parliament if he wins the Kampala Central seat. He explained that the Secretary General’s office appears extremely busy because he made it that way, not because the job is inherently overwhelming.
He noted that some political parties have Secretary Generals that the public barely knows, but he chose to run an active and visible office because the party needed it. “People need representation, especially in Kampala,” Rubongoya said, adding that he believes he is the right person to confront their issues.
The MP hopeful revealed that several supporters had already asked him to join active politics in the previous election cycle. However, at the time, the party was still being built, and he decided to focus on strengthening NUP before pursuing his own political ambitions.
